Нельзя строить дом на некрополе. Это правило соблюдают представители большинства народов. Наверное, потому, что знают: тот, кто не уважает своих предков, и сам не достоин уважения. И не только поэтому. Жизнь показывает, что на местах разоренных кладбищ может случиться все. В Кишиневе таких мест – предостаточно.
С чета за тепло были для кишиневцев самым "весомым", и, пожалуй, неожиданным и малоприятным новогодним подарком. На чем свет стоит клянут и бедные, и более состоятельные жители столицы - кто "Термоком", кто примэрию, а кто - всех вместе взятых.
Чтобы разъяснить народу, кто виноват, кто прав, АО "Термоком" распространило заявление для прессы, в котором пытается разъяснить ситуацию.
"В связи с многочисленными обращениями населения по поводу счетов с огромными суммами за тепло АО "Термоком" считает необходимым сделать ряд уточнений", - пишется в заявлении. - Действующий ныне тариф в 540,82 лея был установлен 25 января 2007 решением 64/2 "Об утверждении тарифа на теплоэнергию, поставляемую АО "Термоком". В соответствии с этим бытовые потребители платили по 233 лея за гигакалорию, а разница в 307,82 лея компенсировалась из Кишиневского муниципального бюджета. Тариф в 540,82 лея действителен и в настоящее время, следовательно не он явился причиной для увеличения платы за потребленную теплоэнергию. Резкий "скачок" проставленных в счетах сумм произошел из-за применения примэрией муниципия Кишинэу "Положения о механизме предоставления социальной помощи социально уязвимым слоям населения мун. Кишинэу на оплату коммунальных услуг и потребленных для отопления природного газа, дров и угля", разработанного примэрией и утвержденного муниципальным советом 28 октября 2008 года. "Напоминаем, что генеральный примар мун. Кишинэу взял на себя политическую ответственность за данное положение", - подчеркивается в заявлении.
В распространенном документе говорится также, что АО "Термоком" неоднократно высказывался отрицательно по поводу упомянутого Положения, которое предназначено не для оказания помощи населению, а наоборот, чтобы всю тяжесть растущих тарифов переложить на людские плечи. Плюс ко всему, "благодаря" способности организовать внедрение Положения (или, скорей всего, ее полного отсутствия), лишились финансовой поддержки и самые бедные семьи. К примеру, в ноябре и декабре 2008 г. компенсации получили только 1867 семей на общую сумму 460 тысяч леев. Для сравнения: в ноябре 2007 г. на эти цели было выделено 57 млн. леев, в декабре - 60 млн. леев, или в 254 раза больше! Эти цифры наглядно демонстрируют результат "неустанной" заботы руководства местной публичной власти о населении муниципия.
Таким образом, говорится в заявлении, жители столицы, оплачивая большие счета, страдают не из-за того, что был увеличен тариф, а потому что Кишиневская примэрия приняла решение не предоставлять больше компенсации всем категориям бытовых потребителей, проводя, таким образом, антисоциальную политику по отношению к жителям муниципия и делая экономию за счет населения. И это при всем при том, что в муниципальном бюджете имеется достаточно средств для предоставления компенсаций всем бытовым потребителям и, соответственно, для поддержания действия тарифа в 233 лея за гигакалорию.
Кто виноват и кто прав - из заявления понятно. А вот кто подскажет, что делать? Об этом нас ежедневно спрашивают читатели: "Если заплатить по 700 и более леев (такие цифры значатся в счетах) из пенсии в 800 леев, то на воду и тем более на хлеб уже не остается", - пишут нам в редакцию пенсионеры, до коих компенсация не "дошла", и задают риторические вопросы типа что делать? как быть? и пр.
